Pennington County Opens New Administration Building, Marking a Major Step Forward in Public Service 

On November 18, 2025, Pennington County officials, partners, and community members gathered to cut the ribbon on the new Pennington County Administration Building at 900 Concourse Drive. The project represents years of planning and collaboration—and a meaningful investment in how public services will be delivered for decades to come. 

A County with History and a Mission 

Pennington County, established in 1875, is the largest county in western South Dakota, covering 2,784 square miles, a footprint larger than the entire state of Delaware. With a region this vast, public access and operational efficiency matter deeply. 

The new Administration Building brings several public-facing departments under one roof, including the Auditor, Treasurer, Commission Office, Planning & Zoning, Equalization, Register of Deeds, Human Resources, and Information Technology. By consolidating these offices, the County aims to create a more streamlined, user-friendly experience for residents and a more efficient working environment for staff. 

 

Why the Move Matters 

For years, the County’s downtown offices faced space limitations, dated layouts, and ongoing parking challenges that affected both residents and employees. The move to Concourse Drive provides the room, design flexibility, and accessibility needed for long-term growth. 

The renovated facility, once an old call center, has been transformed into a modern, service-centered space designed specifically with the public in mind. 

 

A Community Effort Built on Local Pride 

County leaders say the building reflects the values that make Rapid City and the surrounding region unique. 

“Rapid City has a work ethic that’s hard to match. The people here care about what they build and take pride in doing things right—that’s what makes this place special. As a County, we get to work with local contractors, suppliers, and businesses every day, and there’s a shared sense of pride in seeing projects like this come together. It’s not just about government buildings, it’s about investing back into the same community that keeps showing up for each other.” 

They also highlighted the importance of local hands bringing the project to life. 

“This project took a lot of planning, coordination, and patience, but it’s something everyone in Pennington County can be proud of. We took an old call center and turned it into a place built to serve the public for decades, done by local people, for local people. That’s what makes it special.”

The opening of the Pennington County Administration Building marks a significant milestone in how local government supports its residents. By providing a more accessible, efficient, and unified location for essential services, the County is positioning itself to meet the needs of a growing region while honoring the values that define western South Dakota.
