Established in 2023, this award recognizes exceptional individuals who have left a lasting positive impact on our community through their work in the public sector, at either the state or local level. These are individuals who prioritize service above self-interest, driven by a deep sense of responsibility toward their fellow citizens.

The 2024 recipient, Mr. Qusi Al-Haj, currently serves as Deputy State Director and Air Force Advisor to United States Senator John Thune. He has dedicated his career and community service to making a lasting impact on Rapid City and beyond, previously serving as Special Assistant to the Deputy Under Secretary of the Air Force for International Affairs and founding Micro Solutions Inc. He has also led the Rapid City Area Chamber of Commerce and contributed to boards including the Boy and Girl Scouts, Black Hills Works, and the Ellsworth Honorary Commander program. Al-Haj was preceded by Senator Mike Diedrich, who was the inaugural recipient in 2023.
