Expanding into international markets can be a game-changer for businesses looking to scale, diversify revenue, and tap into new customer bases. However, navigating foreign trade regulations, funding opportunities, and strategic market entry can be complex. That’s where South Dakota Trade comes in—with strong regional support from Elevate Rapid City.

As the official West River Office for South Dakota Trade, Elevate Rapid City plays a vital role in supporting businesses across western South Dakota in their global trade efforts. Kallie Ruland, business development manager for Elevate Rapid City, also serves as the West River Trade Specialist for South Dakota Trade, ensuring that local businesses have direct access to expert export assistance, training, and trade mission opportunities.

Whether you’re a first-time exporter or a seasoned business aiming to grow global sales, these three key resources can help you make informed decisions and maximize international opportunities.

1. Funding Assistance: State Trade Expansion Program (STEP) Grant

One of the biggest barriers to global expansion is cost. The State Trade Expansion Program (STEP) Grant helps businesses overcome this hurdle by providing financial assistance of up to $10,000 per company for export-related expenses. The grant is distributed on a first-come, first-served basis, and all eligible expenses are reimbursable.

The STEP Grant can be used for a variety of essential export-related activities, including:

  • Participation in international trade shows and missions

  • Export training and consulting services

  • Foreign market research and business matchmaking

  • Compliance testing and certification for international standards

  • Website localization and digital marketing for global audiences

2. Trade Missions: Direct Access to Global Markets

South Dakota Trade is organizing two major trade missions in 2025, providing businesses with structured opportunities to explore and establish international partnerships. These trade missions include B2B matchmaking, site visits, and networking with key industry leaders in global markets.

  • Mexico (May 4-9, 2025): Businesses will travel to Mexico City and Monterrey—two thriving economic centers. South Dakota exported over $508.7 million in goods and services to Mexico in 2023, and past trade missions have generated over $2 million in new export sales.

  • Canada (November 3-7, 2025): This mission will take participants to Toronto and Winnipeg, key business hubs in South Dakota’s largest export market. In 2023 alone, the state exported $1.1 billion in goods and services to Canada.

Through these trade missions, businesses can:

  • Meet potential buyers and distributors

  • Gain insights into foreign market demands and trends

  • Build long-term trade relationships

3. Export Education: Training for Global Success

For businesses new to exporting—or those looking to refine their international strategy—South Dakota Trade offers expert-led training programs and seminars designed to provide actionable knowledge and resources.

  • New-to-Export (NTE) Training Program: This program offers virtual, one-on-one training sessions tailored to small businesses. Topics covered include market entry strategies, export compliance, and the development of a structured export plan.

  • Trade Seminars: In partnership with the University of South Dakota, South Dakota Trade hosts interactive trade seminars featuring industry experts, policymakers, and experienced exporters. These sessions provide insights into international trade regulations, financial tools, and best practices for market expansion.
